After the Phase II deadline, if the military feels that the technology is worthy of full scale production it will work with the small business to acquire private funding to start production. This is Phase III. Successful phase III's result in production contracts. If AFT manages to reach Phase III, the we should celebrate because much higher company revenues should follow.
