Bush is completely missing the crux of the litigation problem in this country. Far more important than a mere "award cap" is adopting some form of the British system where the loser pays court & lawyer fees for BOTH sides. That, and only that will impact the plethora of frivelous suits filed, many in hopes only of getting a settlement from companies just trying to limit the costs associated with fighting even baseless suits. JMHO, of course.
