Not necessarily. They may have underestimated the ground stability at the well sites. A smaller rig can often accomplish the task. But, if they do have to resort to barge drilling, it is as you said, pretty inexpensive, and will get the job done. Either way, this is good news and should help to boost the stock price. IMO.
