I had the same problem going through a wells fargo trade account. I then opened up an ameritrade account and can now trade penny stocks directly online. The only other problem I encountered is that ameritrade would not allow me to transfer my lbsr stock directly from the wells fargo account to ameritrade. So now I have two accounts.
