Anyone have any idea how many companies are awarded GSA contracts, but then no dept or branch of the government ever uses them?

I mean is WNBD just one in a pile of other companies, all with contracts, and may never see a purchase order, or is the selectivity of the process that results in the contract in the first place kinda insures that the first purchase order can't be too far be behind?
