Not if it's just some form of filtered water. But now you get into the issue. Claiming "treatment" and "may be key for cure" and applying it to what? Clinical trials, or just another shelf water over there as "alternative"? They have admitted to the unauthorized "trials" for treatment.

But in this arena of HIV it is the world and they will still have to be recognized with the world authorities, scientific and recognized media in order to have anything validated.

Just saying drinking "filtered water" instead of out of a Kenya river where people wash their clothes, eating right, taking vitamins is better for somebody; all they're going to need is a great looking label.
