BRAVADA placed the majority of its resources ( i.e money/stock/etc) into facilitating its infrastructure growth, training of new employees.

they didnt put employees into employess.

to increase infrastructure you invest additional capitol.

like uh i dunno mr Obama's new "jobs bill" for example. in other words ( spend money, create jobs )
