My fence would be precast concrete. Just trench and fly sections in with a crane. The trick I think would be to build two fences about 100 yards apart that could be mined and have 24 hour surveillance. We would have guard towers on both fences about every 1/2 mile. If we have suspicion of tunneling we throw a bunker buster at em. Problem is our government wanted this cheap hard working non complaining labor. So I do not expect much out of our government except more of the same.
