TD Ameritrade is unable to facilitate your request for a stock certificate of BCIT due to the global lock designation by our depository, DTCC. Pursuant to SEC Rule 15c3-3, the circumstances surrounding BCIT have created a scenario that is beyond the scope of what is considered the normal course of business; thus prohibiting TD Ameritrade from obtaining a stock certificate on your behalf.

TD Ameritrade is in compliance with regulations set forth by the regulatory agencies with respect to clearing trades, custody services, and record keeping. The underlying cause for the global lock designation will need to be resolved between the transfer agent of BCIT and DTCC. Provided a resolution is reached and the designation is removed, we would be happy to assist you with obtaining a certificate.

I apologize for the frustration this investment has caused you; however, there is nothing further TD Ameritrade can do in this situation. As I've previously stated, if you feel the need to pursue this further, you will need to do so outside of TD Ameritrade. We consider this matter addressed and resolved.
