AMA You know there are other choices and you know why the number is what it is. It goes back to the games others where playing. Should William have chosen a clean shell? Sure, in retrospect. However when you have to deal with something you do it with what is in your hand.
Other options (already known) he could retire them.
For now they are in safe hands.
