THE LOCK IS TO SOME DEGREE IRRELEVANT

There are various statutes which clearly state that shareholders choose how they want to hold their securities.

The same legislation also states that shareholders are entitled to a certificate.

If the DTCC cannot or will not deliver then it is up to the brokerage to find somebody that will.
