You are correct, but the user fee's are part of their budget. The fact remains that their budget has exploded over the last 10 years.



Your argument is valid only if the volume of applications hasn't increased over the last 10 years, and if the complexity of each application is unchanged.

If the volume of NDAs / BLAs has increased, then an increase in the budget is reasonable.
