WPI is not a fly at the seat of the pants outfit, so I'd be shocked that they wouldn't know everything they are involved in.

I know for a fact that approval completely blindsided WPI. They didn't have the slightest inkling that it was a possibility, or close etc.

I find it hard to fathom that that was the case for Ampha however, which leads me to believe the communication between the 2 parties is not so open.
