You would really have to assume it is some one or some ones holding the price down.

I would think that anyone with that many shares would know that this will put a lid on the price and a lid on how much they are going to get for their stock.

With this kind of volume I would slowly sell my stock and try not to stop the rally.

And maybe still be selling above a penny.

About the only thing that makes since is a purposeful lid in order to accumulate stock.
