Def. of Book Value:

1. It is the total value of the company's assets that shareholders would theoretically receive if a company were liquidated.

So
$8,000,000(assets) ÷ 207,424,156(O/S) = $.0386/S.

Liabilities, of course, have to be subtracted out lowering the BV.

BV is just a ballpark valuation.
