I can't disagree with you Lt.! Mr Guyer was not diplomatically correct in his dealings with Wally.
Emotions were, and still are, very high when it comes to the past interactions with each other. (just look at the frustration expressed on this board for an example of how emotions creep into the conversations.)
All I'm saying is that Wally has his job to do and it is a thankless one, at least from the CGFIA side of the fence. From that viewpoint, he seems like a pain. But he has his charter, that being, partially at least, the protection of the environment as mining effects it.
I think you and I are finding different aspects to the same situation. The DRMS has not been easy to deal with. The environmental situation is a big factor in the relationship.
Does Wally have good reason to be pissed at CGFI, certainly! Did Mr Guyer approach this situation and Wally diplomatically? Not in the least. They probably both felt justified in their approach.
The important point is that they have found a way to deal with each other. It may be rocky, but progress has been made. Now, there is so little left to do to satisfy the DRMS, mill approval seems a virtual certainty.
Just my observations, Lt. I am not passing judgement on anyone.

I just hang out here for the fun of it, that
doesn't mean I'm smart.
