My guess is that everything has been down as they work on tying the system together so the cluster works smoothly.
Seems to me that you can't work on the system and continue to make fuel at the same time.
My only question is why didn't they make a clone of the first processor which made the fuel for Oxy and Coco, and use the first for tweaking, tying into the other 2, pre-melt...
Seems to me that if you had one processor capable of making 100 barrels a day and customers in line, you would use one to make moneymwhile you are tweaking, modifying or whatever else.
