Most scams are very very difficult to prove And their are so many loopholes to get around the accusation -that ones opens Oneself up to a Counter-suit ; Even tho the scam may in fact be a valid point.
Under such conditions a boarder-line scam can run for many many years before they just disappear completely - And take off with everyone's money.

Second: The SEC is so under staffed, That the best they will do is look at the overall accusation for obvious irregularities and not have the time nor manpower to dwell in a deep Pennyland stock investigation.

Reporting in most cases is useless. As they will say Quote " Use extreme caution in investing in this venture." Unquote

And yes ARSC have been reported; and IMO; they have returned that quote after months of lukewarm/so so review.
