It tells me that there are some 1.7 billion shares of which only a few millions are traded daily. Conclusion : the strong majority of shareholders are not interested in selling shares at this time. It also tells me that as long as there are small investors fighting for 1/10th of a cent to buy 5-10-15-20000 shares of ACT (ACTC symbol), the PPS is going nowhere unless it is proven that the science works, really works.
