Maybe it will encourage Amphastar/Watson to offer MNTA a XX% license royalty on aL sales to avoid things getting ugly?

That’s quite possible, IMO, and it would be a satisfactory solution as far as the FTC is concerned. It’s a much more likely outcome than a negotiated delay in Amphastar’s launch, which would surely be attacked by the FTC as anticompetitive.
