dom, I think we hear something real soon.

Last week, Tom Scarpa said that MX Solar's employees would be at Natcore's lab this week learning how to use the AR-Box. Next week Phono Solar's CEO and CTO will visit the lab and Rice University.

There are always so many things that have to be investigated and worked out before deals can be signed. Look how long it took for the first JV to be finalized.

Furthermore, to your point of announcing the end of testing, I don't think Natcore would announce that until all the details are worked out. Such as, who owns the rights to the process for etching wafers to produce black silicon? NREL discovered that etching thousands of tiny holes in a silicon wafer causes it to be almost black:

This may require a licensing agreement. Maybe not, but, I think it does. If so, the details are probably close to being worked out. Natcore has been talking about using black silicon for some time. This could be an example though, that illustrates how things aren't always as simple as they seem.

This news sent Jinko Solar down 28% today. Bloomberg television ranted all day long how solar stocks were getting crushed as a result of this news. Actually, it should have been construed as good news for Natcore, with it's greener technology:
