He is basically hoping that other people will promote his site for him because he offers them a commission on sales, if any sales take place. The problem is that there is nothing exclusive here for these affiliates to promote.

He needs to focus on marketing tactics that he can control such as SEO ,PPC, etc. This current approach is nothing but a wing and a prayer.

YOU CAN NOT BE SERIOUS ABOUT YOUR WEB BUSINESS IF YOU DON'T HAVE SEO!! Bottom line....if he doesn't do this he either 1) doesn't know what he is doing and 2)He doesn't care. Either scenario doesn't bode well for the future of this website.

My take, as always, is that this is just a stock play. Play it wisely.
