This is an interesting question. The challenge would be, whether people who think they are "in the know" really are. In penny stock companies you will find that CEO's tell investors a lot of things but 99% of what is stated is inaccurate. many penny stock CEO's watch the boards, who talks on the boards, and what value there is in getting some "good" but "unreliable" news out to the boards.

I suggest you use your own experiences and views as you decide whether those "in the know" really are. How many have come to fruition over time vs. how many stalled and/or fell backwards over time?

Be cautious as commodity stocks (Oil, Gas, Gold, etc...) are one of the biggest culprits when it comes to false positives.
