I see only two reasons for not releasing a PR on the payment..

Whichever, all signs point to an equal or near equal second payment as the first popping out, or $3.5M. But what if it's much less? #3 or 4: Why broadcast bad news if you can avoid it?

I understand what you are saying on #2. But this isn't a stock in search of anticipation and theater. It's in search of good news in a void of Silence. If the news influences a hypothetical uplisting, wouldn't it cause an upward drift in the Greys while waiting with volume? The end net effect might be the same.

IMO the absence of any announcement about Berlin should be considered the first major warning sign. The most important is whether or not a 10Q is issued by the end of Oct on Q3. If that doesn't happen, then the odds of a 10Q ever appearing goes down. Without the 10Q, no uplisting.
