Could be the honor system...

$5 per pick to Oilco (Or someone)...

Every month, he sends out %50 to the winner...

Rest goes into the Fund, and gets invested %25 per each of the 4 winning persons pick at the beginning of the month. )This way those 4 smartest weekly winners will choose how to invest the funds for the following month...

At the end of the year, we have a DAMN big party, or Cyber drinks depending on how much cash we have made...

I know, to complicated, but we should make some money off of this...

Better yet, Donate the after tax dollars to a charity of the most weekly winner?
