The VIX was 8ish back in 1995 with the SP 500 in the 400's after being in a similar 18 month range. What the bears dont tell you is that the VIX ran from 8ish to the 30's from 1995 to 2000 with the SP 500 better than tripling from the 400's to the 1500 level over that 5 year timeframe.
