Does he even care?

Bart can easily demonstrate he cares (for whatever reason) - it's called a 10Q. That would demonstrate at least intent to uplist, and more importantly to be transparent with the stockholders. Where he believes that transparency has a good story to tell. If there is no good story to be told, then a 10Q might have a negative effect on the PPS (outside of this forum of course).

What is known is that it has been 3 months since the SEC initiated the suspension, and subsequent removal from the pinks. There has been no 10Q issued. As a comparison USOG also suspended on 07-Jun did issue a 10Q in August. The point being a company under SEC investigation can still release a 10Q quickly if they wish to do so.

The 10Q is the signal as to whether Bart cares one way or another about the common stock. So far it's MIA.
