France has state owned utilities and impose tariffs on the people to pay for alternative energy. Although those tariffs have been reduced somewhat since 2010, It makes alternatives less popular. Approvals seem more difficult and seem to relate to design and location because they don't wont to compromise on the European Landscape. This in contrast with Germany that wants to replace nuclear power with Solar Power.
