You are correct. This is what I had mentioned last week when this all came out. Level 4 is a restricted market, whereas Level 3 can be sold to pretty much the whole world. Per ITAR (International Traffic in Arms Regulations) - you cannot sell level 4 to a variety of countries. I am researching myself right now to see who and how restrictive, but that's the summary of it and why they chose Level 3 as me and John11 have stated. Thanks,
