I don't believe that the money was ever paid. The only way a payment would have happened is if the deal closed, but that never materialized. I believe that the 700k was needed to get the wells/pipeline to be fully operational. I do agree with you that they had an agreement that the shares would not be sold until an audit confirmed the true value of the wells.
