It could be they are in fear of shareholder reprisal if they don't do something and this is a way to lay out a strategy. I think you have to come forward with something extremely positive or you lose the current shareholders and risk not getting any new investors. The time for action is now, you can't promise anything too far in the future, it just won't sail.
