RS in pinky land is always bad for shareholders, no matter what company says, IMHO. After 1000:1 RS, 40B shares should be 40M. But, in reality it never become 40M, its usually 10 times higher(based on the experience from other pinkies RS), IMHO.
For example look at UWR*. Just got RS last month.

If the company is decent, they have other alternatives to reduce shares. Share retirement is a good way of doing that, IMHO.
