They haven't been diluting



They didn't issue any shares during the 2nd quarter. The 10q from the 1st quarter and 2nd quarter shows no shares were issued during the quarter(OS March 31 25,133,745/OS June 30 25,133,745). But, the pps decreased from 2.75 to .80. If they are diluting, it began in July, we won't know until the next set of financials come out.

However, it could be restricted/convertible shares, I haven't looked that deep yet.
