My Apologies MOJO for not being specific enough to pass your rigorous examination.

1) Yes, there are development stage companies that are born rich.
Often financed and supported by two or more parent drug companies with billion dollar purses.
And yes, I know that there are also rich dev cos in other fields.

But the type of company I meant to be talking about was the typical start up with a bright idea and no funds, or conversely the ones whose bright idea is to name themselves after something with an enticing image such as China this and gold or lithium that and pure clean cheap infinite energy incorporated and sell worthless stock while paying themselves a huge salary.

This second sort are always discovering rich new fields of whatever material or are about to produce the product the world most needs.
They change their names about once every two years, or whenever the stink of their corruption becomes too intense.

These are the pump and dumpers who make money the old fashioned way,
By stealing it.

And there are many OTCBB "traders" who follow these scam companies like jackals following a larger predator, hoping to make a cheap meal of the spilled blood and bones left behind.
If it were not for lions and wolves, maggots would have far fewer breeding grounds.

One of the things that makes KBLB (and other small startups that I shall not name lest I violate the TOS) DIFFERENT from the P&D herd is that KBLB does NOT provide its investors with a steady stream of "feel good" PRs and news articles.

This is not so good for the day to day PPS, but is better in the long run for the credibility achieved.

2) Government funding does not come with no strings attached.
When your research is government funded the government claims a right to the products of that research without payment.
They may use the intellectual property any way they choose for their internal consumption.
For example, if KBLB took government grants to develop spider silk worms, the US military could contract with another company such as Dupont or General Dynamics to make spider silk body armor to sell to the military and not need to pay anything to KBLB.
Such an arrangement is fine for an individual scientist or artist as they are rewarded by the fame and honor of the achievement.
A university can fund its professors and build its laboratories with government grants with only small concern over the loss of rights to the IP.
But if your intention is to found an industry and a mass production company giving away IP right-of-use to the government is a very unwise move. The government and its military will often be the first source of sales and income for the mass produced product.

Thank you for your interest in my posts,
Mike L.
