Funds are available but I do not think that these funds can be used to buy back stock for retirement. This can be done from funds generated by the company's operations.

Reverse split is an option. I know that Al history has nothing but RS.

Nothing is another option, the company just issued these shares to someone, (imo, to pay off the convertible debts, which is very good sign), to do a reverse split after that is meaningless, the ex-debt holders might come back on the company.
All energy companies started with several outstanding shares, after generating cash, they bought shares back.

Among investment bankers, the company value is more than the current market value. Once they can materialize outputs from the company, it will move no matter what others say. In fact, based on the bond offering PR, the Company has made proposals for 100MW and hoping to get 50% of that is the 50MW on top of the 9MW; I think that is lots of value. Just need patience to get things to be materialized.
