That has nothing to do with being designated a reporting issuer by the SEC. This stock is a reporting issuer, they have stock registered with the SEC.
I was actually not 100% sure of the status due to the odd history of the stock so I got a direct interpretation from an SEC lawyer.
Take a look at the hundreds of pinksheet stocks that have been suspended and or revoked in the past couple of years 95%+ were "pink sheet" stocks which were reporting companies which did not file and they were suspended and or revoked for it (section 13A of the exchange act is what the violation is IIRC).
