Do some DD on Penson’s comprehensive clearing and settlement services. Penson is getting out of any stock that trades under .10 cents a share, see below.

We (CGFIA) are/is DTC eligible. Only deposits are chilled at the moment. Why DTC took that action is unknown to me. DTC does not have to explain either. I could write pages about DTC, how they work, and what goes on there. The other thing that happened is Penson Financial Services (who is the clearing agent for many brokers, including Zecco), decided to drop all stocks below $0.10.

Shares are still being bought and sold all day, however the number of brokers that are dealing with “penny” stocks at all is shrinking. Many brokers especially are letting penny stocks be traded through their online platforms. Trades happen directly between market makers, certificates travel through our transfer agent, and the transaction are completed. It does take longer, but trading continues to be 10s of millions per day. This is a very complex area with many people, including posters who don't check it out before posting, using terms too loosely and without the complete picture.

If Penson is your brokers clearing agent you might want to transfer to another broker that contains their own clearing house/agent/department. On the IHUB ZECCO link above there are many answer about how to transfer your account without paying a huge fee or none at all and not only with ZECCO but all brokers.
