I believe so too. However, this company just need to start the operation and then the share restructure can come later. See Mobil and Chevron, they have 50% of the shares are bought back by the company after being in the market and having the operations running. All the energy companies have hard time to start but once started, they are skyrocket.
There was an oil company, recently moved from 0.02 to 0.5, because of a good deal.
