Release of Restricted Legend from Prior Management Shares – On May 9, 2011, Standard Registrar & Transfer Company approved the removal of the “Restricted Legend” and re-issued share certificates totaling thirty-two-million-six-hundred-sixty-seven-thousand-two-hundred-ninety-two (32,667,292) shares, issued primarily to the benefit of former Company insiders, no longer active with the Company. The removal of the Restricted legend from these shares occurred without the approval or advance notification to the current Company management.

Check the chart starting on May 9th. It's pretty clear he started dumping right away.
