The coal dust was at the McDowell County mine in West Virginia. When they wash coal, they end up with small pieces. I don't know if I would call it dust, it is more like sand. In the old days, the mines would dump that in a seperate area. It had no value then but the realized it was actual coal and may have value in the future. My understanding is that the McDowell County mine dumped piles of the stuff along a long road. I have mountain biked on it in other counties. It isn't very useful stuff, I know this because the hillbillies don't bother to liberate it.

This was the GLER deal that was supposed to start an "immdediate cash flow" starting in May, 2011. They had buyers in place, fake contracts, ect. When it came time for the cash to start flowing, the kentucky coal mine deal was announced. You can look up the old press announcements.
