Pete, again Kownski ( John) can better answer this, but they can and do go back in wells, left for future development, just drill out the plug. What got my attention is they ran additional casing < question was why ? even tho it wasnt a production string. I as others believe there is sometimes gas at the top and oil reseviours below. There for the comments to drill deeper and or off to the side as Chevron did. I am not in the drilling end so rely on John, my business is to get it ashore via all means.
