The shorting occurs when the stock is trying to make a breakout move. It's done to keep a lid on it. Otherwise, price discovery might occur, which the shorts don't want. They sucker the naive into buying near the top, and then wait for the momentum to dry up, lock in their gains, only to then short it back down and cover the short.
