A MOU is not a binding contract/agreement. The VSPC's MOUs are merely an understanding-period.
No details concerning any of the VSPC's MOU's were revealed.
Do not confuse an "understanding" with a contract!
Therefor the true value of an MOU is entirely dependent on honesty-much like a handshake.
