IMHO, it does not matter. The Company value (23M) is more than the book value now (3.8M). All the energy companies had a hard time starting (even oil and gas) 50% of their stock are repurchased later.

If you have a company that you want to get it to start operation and you have confidence it will recover the cost, you will do anything to get it to work within a cost that can still get you a return. Additional 20B shares were the cost, still there is a higher value (return).
