With their current market cap, it would be impossible for them to move to the big boards, but that doesn't mean it couldn't happen some day.

Probably both. I see just today he filed an 8k stating he is going to offer 1b shares as some kind of an incentive.(employee benefits program).

Bottom line....all this means is there will be even more shares eventually diluting the share count.
