No, real companies don't issue stock before they have any operations/revenues/IP/etc.

Only penny stocks operate this way, and it has nothing to do with running a real business. It's all about running a stock, not a company.

Real companies get a business going first, then go public, maybe, AFTER they have proven themselves.

Penny fans like to evoke images of tech companies starting in garages and then say "look where they are now!". What they leave out is that those companies didn't buy a shell from the garage and then hire a stock promotion firm. They actually built stuff first.
