GFP,
I'll let you in on another means of control: Municipal water supplies. Other than the police forces getting federal grants, the water supplies have been getting them too under the guise of "arsenic treatment". This is something I haven't heard speculated about yet.

I know in my community, they have been attching auxilary buildings to the pump house where the wells are. They can add whatever they want to the water supply when martial law is implemented, or just shut it down completely.
