At the other three airports in their system (KJAX, KVQQ, and KCRG) the authority leases the FBO rights to other for profit companies, and that is probably what the preferred set up would be at Herlong. I'm sure the authority is running it because no one else has stepped up.
I think I pointed it out early on that one of the Quasar red flags was the fact that they didn't pick up the FBO rights which are likely there for the asking. It indicated to me that share selling, not aviation, was the real business.
As for gun ranges, it actually was not uncommon for them to be operated on airports. Think about it, you have wide open spaces with a controlled environment. They are utilized by police departments and other credentialed individuals. They are not generally the kind of range where you can play with the AK-47 you modified in your basement.
That said, Herlong is probably not the best site for a gun range. I could see it at Cecil though, and that's just a couple miles down the road.
