I think we are about to see what Peter Ntephe can do without the handcuffs. *Somebody* gave him a high limit credit card. There has to be a reason for that. This company has quite a few bids out, why now? They could have done this years ago when they had twice the warchest and saved everyone a LOT of grief.

What new clarity do they have that is giving them the confidence to spend like the U.S. Congress now?
