The article seems to indicate that IBM's delivery and business model with these chips is the issue. Apple can't keep up in a performance race with Intel and AMD when IBM is unenthusiastic about investing heavily in a low volume chip business. As for shipment delivery, Intel has by far the best track record for meeting commitments. Some would argue that this is what keeps Dell loyal.
